What Drives the Cost of a Full HDB Renovation in Singapore?

You’ve collected two quotes for the same flat, and the numbers don’t add up. Both cover the same size, the same number of rooms, and roughly the same finishes. Yet one number sits thousands of dollars above the other, with nothing on paper to explain why.

Renovation costs in Singapore look confusing from the outside. However, it’s rarely arbitrary, whether you’re planning a full HDB renovation or upgrading a private property. Once the real drivers are visible, understanding how to budget for a home renovation becomes far more manageable.

Three factors move the price the most. They’re the flat you’re starting with, the scope of work you choose, and who ends up doing the work.

1. Your Flat Type and Condition Set the Floor

Your starting point matters more than most homeowners expect. A BTO flat begins clean. There’s no hacking and no infrastructure to rectify before design work starts, so more of your HDB BTO renovation budget can go toward finishes and design rather than repairs.

In contrast, an older resale flat often carries the opposite problem. Rewiring, waterproofing, and plumbing frequently need attention before a single finish gets chosen. As such, a renovation package for a resale flat would have to account for all of it up front.

Flat size compounds the difference. More rooms mean more flooring, more carpentry, more electrical points, and more labour across every trade.

These costs sit beneath any design decision, which is why they act as a fixed floor rather than a variable. As a result, an honest site inspection matters most for resale buyers, well before any budget gets set.

2. Carpentry and Scope Are Where Budgets Diverge

Carpentry usually accounts for the single largest share of a HDB BTO renovation budget in Singapore, and it’s often the most expensive part of a home renovation. Kitchens, wardrobes, TV consoles, and built-in storage all fall under this category. The materials chosen for them make a real difference to both cost and longevity.

As such, working out which cabinet finish suits your home and budget early on helps you compare quotes on equal terms. You’re not left guessing at what’s actually being priced.

Structural decisions add further to the total. Open-concept hacking, additional electrical work, and feature walls all sit in this category, and reversing them later usually means paying twice, once to build and once to undo.

Before meeting any firm, get clear on your must-haves versus your nice-to-haves. This is the part of the budget most within your control. It’s worth deciding early, rather than under pressure at the consultation table.

3. Who Does the Work Matters as Much as What Gets Done

Firms that coordinate design, carpentry, and construction internally tend to produce cleaner results, with less cost creep once the project is underway. Many of these firms also run their own production facilities, which means carpentry gets quality-checked before it ever reaches the site. As a result, the costly back-and-forth that delays projects and inflates final bills happens far less often.

Meanwhile, firms that subcontract key trades introduce more variables, which tend to surface later. A subcontracted trade that runs into an issue on site often means a delay, a dispute over responsibility, or an unplanned add-on to the bill.

When evaluating proposals, treat an unusually low quote as a prompt to ask questions. Ask what’s been left out, and ask what’s being subcontracted. These are the kind of questions worth raising when choosing an interior designer, since the answers reveal how the firm actually operates.

Even with a clear scope and a reliable firm, it’s worth keeping a contingency of 10 to 15%. Sites reveal things that quotations can’t always predict.

Plan Clearly and the Budget Works Harder

Renovation costs feel far less intimidating once the real drivers are visible. Most budget surprises come from going in underprepared, rather than from the numbers themselves.

Classic Furniture’s home renovation services bring design, carpentry, and construction under one roof, which means transparent coordination and no gaps between trades. Every piece of custom carpentry in Singapore we build passes through the same team that designed it, so nothing gets lost in handoffs between separate contractors.
